Plug-in solar could be a small but important win for London’s flats, renters and landlords

London has always been a difficult city for domestic solar.

Not because Londoners are uninterested in cheaper, cleaner electricity, but because the capital’s housing stock does not look like the glossy brochure version of rooftop solar. Much of London is made up of flats, terraces, leasehold buildings, conservation areas, shared roofs, shaded streets and homes where the person paying the electricity bill is not always the person who owns the building.

That is why the government’s push to bring plug-in solar panels to UK shops could matter more in London than almost anywhere else.

Plug-in solar panels, sometimes called balcony solar panels or plug-and-play solar, are small solar PV systems designed for balconies, patios, gardens, sheds and other outdoor spaces. Instead of requiring a full rooftop installation, the system typically uses one or two panels, a microinverter and a cable that allows the electricity generated during the day to be used in the home.

For Londoners living in flats or rented homes, the appeal is obvious. A full rooftop solar installation is often impossible, impractical or legally complicated. A smaller, portable system could offer a much lower-friction way to reduce electricity bills without changing the structure of the building.

This is not about powering an entire London flat from a balcony. That would be misleading. A small plug-in system will not run a whole home, and it will not remove the need for grid electricity. But it could help offset some daytime electricity use, particularly for households that run appliances, laptops, fridges, chargers or home-working equipment during daylight hours.

For landlords, managing agents and freeholders, plug-in solar also raises a more interesting property question. If the technology becomes mainstream, tenants may increasingly ask whether they can use it. That means the London rental market will need sensible rules on safety, permission, aesthetics, insurance, balcony loading, cable routing and removal at the end of a tenancy.

Handled badly, plug-in solar could become another leasehold headache. Handled well, it could become a modest but useful amenity, especially in newer apartment blocks with suitable balconies and good solar exposure.

James Hilliday of SolarAdvice said: “Plug-in solar panels are not a substitute for a properly designed rooftop solar system, but they could open the door for millions of people who have been locked out of solar until now. That is especially relevant in London, where flats, renters and leasehold buildings dominate large parts of the market. The key is making sure the products are safe, compliant and honestly marketed, so households understand both the savings potential and the limitations.”

The London focus matters because the capital has a uniquely high concentration of homes that struggle to access traditional solar. Flats make up a large share of the housing stock, and many residents have little control over roofs, façades or communal building fabric. Even where a roof is technically suitable, leasehold ownership, service charge structures and planning constraints can slow progress.

This is where plug-in solar may find its niche. It is smaller, cheaper and more flexible than rooftop solar. It may be particularly attractive to tenants who want lower bills but do not expect to live in the same property for 20 years. Portability is a major advantage: if a renter moves, a properly designed plug-in system could potentially move with them.

There is also a timing issue. Electricity remains expensive, home working is now embedded in London’s professional economy, and many households are looking for practical ways to reduce their exposure to volatile energy costs. A technology that costs hundreds rather than thousands of pounds will naturally attract attention.

But there are several caveats.

First, London homes are often shaded. Balconies facing north, enclosed courtyards, neighbouring buildings, trees and narrow streets can all reduce solar generation. A balcony solar panel in an exposed, south-facing position will perform very differently from one in a shaded block.

Second, household behaviour matters. Small solar systems are most useful when electricity is consumed while the panels are generating. A household that is out all day and uses most of its energy at night may see a weaker return unless the system is paired with storage.

Third, safety and compliance cannot be treated as an afterthought. Any product that feeds electricity into a home must be properly tested, correctly installed and suitable for the UK electrical system. Consumers should avoid improvised kits, overseas products without proper certification or any setup that requires unsafe cabling through windows or communal areas.

Fourth, renters and leaseholders should not assume they can attach panels wherever they like. A balcony may form part of the exterior appearance of a building, and leases often restrict alterations, fixings and visible equipment. Written permission from landlords, freeholders or managing agents may still be needed, particularly in blocks of flats.

This is where the property industry has a role. Rather than waiting for disputes, landlords and managing agents should start preparing standard plug-in solar policies now. These should cover approved product types, fixing methods, cable management, insurance requirements, fire safety, balcony weight limits, visual appearance and end-of-tenancy removal.

For new-build developers, there is an even better option: design for small-scale solar from the start. If balconies, sockets, metering, storage and building management rules are considered early, solar-ready flats could become a useful selling point. It would not replace rooftop solar, but it would add another layer of energy resilience for residents.

The bigger picture is that solar is becoming less like a luxury home upgrade and more like part of the ordinary energy infrastructure of a property. Rooftop panels, batteries, EV chargers, heat pumps, smart tariffs and now plug-in solar all point in the same direction: homes are slowly becoming energy assets, not just energy consumers.

For London, that shift will be uneven. Detached houses in outer boroughs will still be better suited to full solar panel systems. But plug-in solar could give flats and rented homes a route into the same conversation.

The danger is hype. Balcony solar should not be sold as a miracle answer to London’s energy bills. The output will be limited, the savings will vary, and many properties will not be suitable.

The opportunity is access. For a city where millions of people have historically been excluded from solar because they do not own a roof, even a modest solution could be meaningful.

London’s property market does not need another gimmick. But it does need practical ways to make homes cheaper to run, easier to decarbonise and more resilient to energy price shocks. Plug-in solar will not solve those problems alone, but it may become one of the simplest first steps.
